Terminology here comes from an era of software that no longer produces results. Tiered backlinks describe a stacked structure — links to your site, then links to those links, sometimes several layers deep — popularised by automated tools in the early 2010s. The approach worked while link volume was weighted more heavily than link quality. Successive updates inverted that weighting, and most of the networks the technique depended on were deindexed.
